KNOW BEFORE YOU RIDE
Understand the difference between California's e-bike classes and off-road electric motorcycles before choosing where and how to ride. This guide explains general rules; it does not certify any particular model's classification or registration eligibility.
Class 1 e-bike
- How the motor helps: Pedal assistance*
- Motor-assistance cutoff: 20 mph
- Key distinction: Working pedals; motor power no greater than 750W
Class 2 e-bike
- How the motor helps: Throttle assistance permitted
- Motor-assistance cutoff: 20 mph
- Key distinction: Working pedals; motor power no greater than 750W
Class 3 e-bike
- How the motor helps: Pedal assistance*
- Motor-assistance cutoff: 28 mph
- Key distinction: Working pedals; motor power no greater than 750W; speedometer required
Off-road E-Moto
- How the motor helps: Motorcycle-style powered riding
- Motor-assistance cutoff: Model-specific
- Key distinction: Not an e-bike class; built primarily for off-highway use, without factory pedals
Class 1 and 3 may provide start or walk assistance without pedaling up to 3.7 mph. These are motor-assistance cutoffs, not coasting-speed limits. A speed limiter or added pedals does not, by itself, turn an off-road motorcycle into a legal e-bike.
Where You Can Ride
Ride an off-road E-Moto only where that vehicle is permitted, such as designated OHV riding areas or private property with permission. OHV identification does not make it street legal or authorize riding on sidewalks, bike lanes, or bicycle-only trails. Check local and land-manager rules; permission for one type of bike does not mean permission for every type.
Registration & Documents
California generally requires DMV-issued OHV identification for off-highway motorcycles used on land open to the public. This can include privately owned land with public access.
Simmons Motorsports does not provide an MCO or MSO with E-Moto purchases. Before ordering, contact us about available paperwork and confirm the requirements for your model and intended use with the appropriate registration authority. Missing documents do not create a registration exemption or guarantee that registration is possible.
Prepare to Ride
Follow the manufacturer's age, size, training, and equipment guidance. Wear a helmet and suitable protective gear. California Class 3 operators must be at least 16, and Class 3 riders of every age must wear a compliant bicycle helmet on public roads, bikeways, and bicycle paths or trails. Under-18 Class 1 and 2 riders also need helmets there. Local restrictions may be stricter.
Review our Terms & Conditions, including product classification, assembly, and safe-use requirements.
California reference checked September 3, 2026. Laws and access rules vary by location and may change.
